C:\program files\Valve\Steam\SteamApps\your@email.com\half-life\rcbot

That's just a default directory...

For instance, mine is installed at

E:\servers\HLServer\rcbot

But, where is your HLDS.exe located?

You DO NOT extract the contents of the rcbot folder to your HL directory, instead, everything stays in one nice neat rcbot folder in side your HL folder.

And last I checked, there is no "valve" folder in this directory tree. It should appear like this....
CODE
C:\Program Files\Steam\SteamApps\<myemailaddy>\half-life\rcbot

when you "extract the zip to Half-life directory" it should create the rcbot folder,

please check your plugins.ini file is not called plugins.ini.txt like what happened before.
