Mod to avoid Flagged Cheat Server? Options

Looking for some help finding a sourcemod that will allow you to use sv_cheats without flagging a private/local server(for solo bot play) as a cheat server. Googled it to only one mod thats 4 years old so im sure it wont work with modern TF2 or DODS. Here is that link:

If anyone can help me find this i'd appreciate it. Achievements/item drops arent a MAJOR problem(as we still get the game cards), but I would like to still get them if possible. Im sure most everyone here feels the same way. THX I.A.

@Cheeseh...Well I had to do some moderating every now and then hehe.

Ok BTT...I've tested that old admincheats.smx plugin and compiled it locally.
SM loads it but it ain't working. It needs some updating but I'm no scripter probably Darkranger should
check it and hope he can fix it or do something to it make rcbot2 load without cheats on or
make some sort of achievement enabler with cheats on plugin.
