Mod to avoid Flagged Cheat Server? Options

Looking for some help finding a sourcemod that will allow you to use sv_cheats without flagging a private/local server(for solo bot play) as a cheat server. Googled it to only one mod thats 4 years old so im sure it wont work with modern TF2 or DODS. Here is that link:

If anyone can help me find this i'd appreciate it. Achievements/item drops arent a MAJOR problem(as we still get the game cards), but I would like to still get them if possible. Im sure most everyone here feels the same way. THX I.A.

ok bots are loading but I still had to turn on the cheat command in listen server
so achievement is still disabled.
rcbotd addbot, won't work on listen server.

Strange issue! Everything should work as intended (especially for dedicated server).
Does SM & MM:S even can be run at a listen server? It's not supported for listen servers since long time ago (valve policy about l4d and plugins) - so that's why its wont work I guess. Not tested though.
