Alright, here I made a crappy front-end which only INSTALLS rcbot at the moment by editing liblist.gam files and metamods plugin.ini file.
It might mess up the liblist.gam & plugins.ini though, that's why I want it to be tested  so make backups before going on an install spree. I've tested it myself and works for the most-part. I hope it will help those that muck up the bots dll file in those files! It doesn't make sure the bot is installed to correct folder yet though...  Attached File(s)

i dunno how easy it is to do it in c++, but can you just make it look for HLDS.EXE in the folder chosen for install, and if it doesnt find it, dont let it install?
