I got this to work with steam in both dedicated and listenserver. If you have NS installed for steam then your half way there and I can guide you from that point on.

[Steam listenserver only]
Step 1:
Install metamod. This will go in your C:\Program Files\Steam\SteamApps\<your email addy>\half-life\ns directory. Next, edit your C:\Program Files\Steam\SteamApps\<your email addy>\half-life\ns\addons\metamod\plugins.ini to contain the following line.
CODE
win32 ../rcbot/dlls/rcbot_mm.dll

Step 2:
Install the entire rcbot ( 1.0 and later ) folder to your C:\Program Files\Steam\SteamApps\<your email addy>\half-life directory.

Step 3:
Edit your C:\Program Files\Steam\SteamApps\<your email addy>\half-life\ns\liblist.gam. Change this....
CODE
gamedll "dlls\ns.dll"

to this....
CODE
gamedll "addons\metamod\dlls\metamod.dll"

[Steam & Won dedicated server]
Step 1:
Install metamod. This will go in your C:\hlserver\ns directory. Next, edit your C:\hlserver\ns\addons\metamod\plugins.ini to contain the following line.
CODE
win32 ../rcbot/dlls/rcbot_mm.dll

Step 2:
Install the entire rcbot ( 1.0 and later ) folder to your C:\hlserver directory.

Step 3:
Edit your C:\hlserver\ns\liblist.gam. Change this....
CODE
gamedll "dlls\ns.dll"

to this....
CODE
gamedll "addons\metamod\dlls\metamod.dll"
