It's been awhile since I've been around here good to see that the bot is fixed -don't know if how but - anyway someone posted how to start the program with rcbot2 dll from the shortcut but I can't find it.

How can I load the teamfortress bot plugin from the hl shortcut

add +plugin_load "HPB_Bot2" into the .exe after the -applaunch thing.
