I ask this because last night I found a server with bots ( and AI ) and the server was VAC Secure. If anyone can explain me how is this possible? I want to install this to my server but I also want players to be able to get achievements/hats in my server. If I'm getting it mix up with another AI Bot system, let me know please.

P.S: The game the bots where used was in Team Fortress 2.

VAC and sv_cheats are two different things. sv_cheats just allows certain commands already in the game to be used. VAC blocks outside dlls files that do bad things like hook graphic calls to allow wallhacks. using rcbot with vac is perfectly fine.
