HLDS Server - Bots don't move - Legal-Steam, On my HLDS Server, the bots dont move, not on cft_2fort, not on cp_wel Options

Hey guys,
i got a problem, i wanna use some RCBOT's in my HLDS Server, i added them, and they attack & look at me
- but they don't move.
I have the Legal-Steam Version.
Yes, they are in the right dir'.

Can someone help me, please?
Yes, i "plug'd" it in, and said;
rcbotd addbot
*added *
Sure, but they don't move away from there base.
they just look at me like cars, if i press left-click xP

So well, it doesnt work, he says the command "rcbotd" doesnt exist, then i tryed "rcbot", and the same.
My Server.cfg:

And i put( ted? ) the rcbot folder once in D:\Source Servers\Team-Fortress 2 Server\orangebox\tf, D:\Source Servers\Team-Fortress 2 Server\orangebox and in D:\Source Servers\Team-Fortress 2 Server.
I dont know, here to put it in xP
