Admin Permissions for TF2 Options

Hello,

I am having problems accessing admin commands for RCbot2 in TF2.
Running version 0.4.2
I installed the rcbot2 folder in steam\steamapps\"myemail"\
I installed the HPB_bot2.dll in steam\steamapps\"myemail"\team fortress 2\bin

plugin seems to load fine
the "rcbot addbot 1" command returns: "[RCBot] You do not have access to this command. "

I edited the file: \steam\steamapps\"myemail"\rcbot2\config\accessclients.ini
to include my steam ID information.

I am running a 64-bit version of Windows Server 2008 and are doing this through a TF2 client (not a decidated server).
