Indeed, there is. Buy the game legally and use the Valve servers to download your updates.
Anyway, if you're so poor you are not even able to buy it, you have the following choices:

1. Stop playing the game
2. Keep whining
3. Search for some forum which offers the needed game updates

Wait. If WAR! Update is version 1.0.7.0 which you downloaded, try putting tf_bot_add to your console when you load a map.

Try KOTH maps, viaduct for example.

honestly, the game is cheap... but if you insist on stealing it, do it right... find a stolen account with tf2 on hacker site, download the steam account, install the game, and play... of course stolen accounts get kicked out all the time as others use them too... but if you authenticate with it one time, and from there on out use it in "offline" mode (can use this method to use a friends copy as well... just disable network card before steam launch) you can play this game with all the updates for free forever... of course, that still makes you a DIRTY ROTTEN THIEF... so it is your call... if it were me, i would just drop the 20 bucks (even less when they put it on sale), and get my own shiny copy.

all that said, every stolen copy pushes game devs towards exclusive console development, so please dont be a thief!!

First, I am not a funny gay and I wish you could control your rage. My previous post wasn't meant to be offensive, anyway. I'm just sick of non-steamers who would like anything to work properly for them. Imho, you should get a cracked Steam and download all required GCFs instead of plain standalone release, so you will be sure whether or not you have the latest version installed. (to be helpful, try cs[dot]rin[dot]ru/forum ... indeed you will find all newest updates there). Cheer up.

add -insecure to the TF2 launch config. Be advised, we're not entirely sure will it crash or not, it crashes for me when I kill a bot, PuffinKind's server fixed RCbot2 (somehow) and someone reinstalled TF2 and it worked for him.
