You don't have access to this command?, Glitch, bug... Options

Hello there, today I just loaded Tf2 in another computer, and when I create a map and try to add a bot, i get "You don't have access to this command".
I tried everithing, thouhh, if I remove the hpb_bot.dll before loading the game, and then moving to bin folder after loading, then loading the plugin I can get past this error.
However, I have to do this everytime I load the game.
Dunno if anyone had this problem before, but I haven't since now.
I need some idea to how to fix this problem, since in this computer I am using now I have the problem.

Sorry if I have gramathical errors but I did I am in a hurry. .

I tried running sourcemod with metamod, but the problem still exist with rcbot.

Have you made sure you didn't load the plugin whilst in-game?

Because if you didn't, this is an neat error you got.

Yeah, I realised that, thx.
The error somehow managed to fix itself, however sometimes when playing with bots my loadout becomes unavailable because "the server loses connection to steam", but also I fixed this by closing Peer to peer programs, such as bit torrent, or ares. (?????)
