How would I configure rcbot so that on certain maps it adds a certain amount of players to each team, and does not change regardless of human players?

\rcbot\map_configs\ns\mapname.cfg you can set up map specific configs and, if you want n bots to join no matter how many humans there are, put in

rcbot config max_bots n
rcbot config min_bots n
